The International Society for Clinical Bioethics (ISCB) was founded in June 2003 in Veli Lošinj, Croatia, and is registered in Opatija (Croatia), with headquarter in Rijeka (Croatia).

The first ISCB President was Ivan Segota (Croatia), and his deputies - representatives of different countries: Michael Tai Cheng-Tek (Taiwan), Tsuyoshi Awaya (Japan), Boris Yudin (Russia), George Agich (USA), Christian Byk (France), Bigel Bedolla (USA), Ivan Kalchev (Bulgaria) and Jovan Maric (Serbia, Montenegro) joined as Board of Directors. This global body represented the international focus of the ISCB, strivings to bring together professionals from different countries to discuss the clinical aspects of bioethics and to consolidate efforts in research and education in the field of clinical bioethics and related fields.

Currently, the ISCB brings together representatives of the scientific community with a total of 18 regions: Albania, Brazil, Bulgaria, Croatia, France, Germany, Hungary, India, Italy, Japan, Korea, Malaysia, Pakistan, Russian Federation, Serbia, Slovenia, Spain, Taiwan, Venezuela, and United States.

These are physicians, philosophers, biologists, sociologists, psychologists, and representatives of other sciences, and all of them united by a common idea: to promote universal principles in the modern life of sciences.
